Study visit to Wroclaw University within the project «Implementation of Best Practices of Crisis Management in Ukraine».
On December 3–5, 2024 the Head of the Department of International Security and Strategic Studies, Associate Professor Oleksandr Kuchyk, Associate Professor of the Department of International Security and Strategic Studies Nataliya Struchok, Associate Professor of the Department of Foreign Languages at the Faculty of International Relations Halyna Kuchyk and Alla Yermolayeva made a study visit to Wroclaw University as part of international project «Implementation of Best Practices in Crisis Management in Ukraine» with the financial support of the International Visegrad Fund, which is implemented at the Ivan Franko National University of Lviv at the Department of International Security and Strategic Studies.
Participants from Ukraine, Czech Republic, Slovakia and Poland visited the City Crisis Response Centre in Wroclaw on December 3, 2024. During the visit, they got acquainted with the units and directions of the Centre’s work in ensuring the anti-crisis response in the crisis management phase system. They got acquainted with the experience of monitoring systems to prevent, counteract, and overcome the consequences of a crisis situation.
They continued their work at the District Crisis Response Centre on December 4, which allowed them to become familiar with the centre’s structure, areas of work, functions, and potential opportunities for responding quickly to threats and crises in the national security system.
On December 5, 2024, a seminar on the topic «Polish Crisis Management System – Best Practices» was held at the Institute of International and Security Studies of Wroclaw University (ISMB Uwr), which is a partner of the project. The Director of the Institute Prof. Krzysztof Kociubiński and Deputy Director Dr. Katarzyna Jedzejczak-Kuliniak welcomed the participants of the seminar.
During the seminar in Wroclaw, the following issues were presented and discussed:

Slovak Crisis Management System – Best Practices.
May 27-30, 2025 in University of Žilina (Slovakia) held a working meeting within the project “Implementation of Best Practices of Crisis Management in Ukraine”, which is coordinated by Ivan Franko National University of Lviv with the financial support of the International Visegrad Fund. The main topic of the meeting was Slovak crisis management system. Head of the Department of International Security and Strategic Studies, Associate Professor Oleksandr Kuchyk, Associate Professor of the Department of International Security and Strategic Studies Natalia Struchok, Associate Professor of the Department of Foreign Languages, Faculty of International Relations Halyna Kuchyk, Master Alla Yermolayeva attended the meeting. Representatives of the project partners from the University of Žilina (Slovak Republic) Prof. Jozef Ristvej, Assoc. Prof. Michal Titko, Assoc. Prof. Josef Kubas, Assoc. Prof. Irena Tusher (AMBIS University, Prague), Prof. Rudolf Urban (AMBIS University, Prague),, the University of Wroclaw (Poland) Dr. Marek Kulczycki also took part in the event.
The working meeting began on May 27 with a discussion of the role and place of district administrations and local government bodies in ensuring an effective mechanism for responding to crisis phenomena and situations in the political, economic and social sectors. In this context, the Head of the Crisis Response Department of the Žilina District Administration held the meeting, who presented the structure and outlined the tasks and developed anti-crisis management algorithms for the most urgent problems. One of the crucial issues was the discussion of the russian-Ukrainian war, which caused the migration crisis in Europe. The participants of the meeting discussed the peculiarities of the activities of Slovak governing bodies and their interaction with local communities and international institutions. During the discussion, a number of issues of mutual interest of the meeting participants were raised.
The participants also visited the Coordination Centre for Anti-Crisis Response in Žilina, where they were introduced to the integrated monitoring system and algorithms for functioning and responding to social and public crisis situations. They discussed the role and responsibility of the coordination Centre of Žilina and familiarized with the functioning of the civil protection warning system.
Next day, a visit to Anti-Crisis Response Rescue Centre in Žilina was organized. Participants were presented with a response system to crisis situations of a natural and man-made character, as well as mechanisms for responding to threats in emergency situations. Subsequently, the participants visited the campus of the University of Žilina, where they got acquainted with the Civil Defence Shelters created by European standards after a full-scale russian invasion in Ukraine. As part of the acquaintance with the Žilina University, they visited the University’s innovative Scientific Park and the Simulation Centre for Crisis Response, where the use of materials in the educational process for training specialists in crisis management was demonstrated. Participants got acquainted with the methodological and technical support of the Centre.
Within the meeting, a scientific and methodological seminar was held at the Faculty of Security and Engineering, where one of the directions is an educational program for training specialists in crisis management. During the seminar “Slovak Crisis Management System – Best Practices”, Slovak colleagues made presentations on the functioning of the crisis management system in the national security of the state. Quite interesting was the topic of comparative analysis of the functioning of crisis management systems in European countries, particularly in Poland, the Czech Republic and Ukraine. Associate Professor Natalia Struchok took part in the discussion of the peculiarities of interaction between state and local governments and international institutions in anti-crisis response.
A separate issue was the discussion of the possibilities of developing mutually beneficial cooperation in training specialists in national security and anti-crisis management. In this context, Associate Professor Oleksandr Kuchyk presented a report with a comparative analysis of approaches to the training of international experts in international and national security and anti-crisis settlement. During the discussion, the participants of the meeting discussed specific plans for experience exchange and the possibility of holding joint training seminars and student conferences, simulations, etc.
